Tobacco used to be sold to buyers at giant warehouses. The farmer would bring a sample of the tobacco crop to the warehouse for buyers to inspect and purchase. The samples came as loose tobacco leaves and were placed on the floor. This is where we get the term–tobacco loose floor.
